Welcome to People Enhancing People (PEP)!
Affectionately nicknamed "PEP" by our recipients and PCA’s, we are a non-profit PCA Choice Provider. Started by recipients and their PCA for recipients and their PCA's, we support and promote recipient directed services.
PEP is contracted with the Minnesota Department of Human Services as a PCA Choice Provider also known as a Fiscal Intermediary. A recipient or family opting for PCA Choice is allowed increased responsibility and flexibility in directing their own PCA's. This program presents a unique opportunity for recipients and families to become actively involved in choosing who will care for their needs.
The mission of People Enhancing People (PEP) is to nurture a rewarding personal care experience to fortify the independence of persons with disabilities. PEP envisions a time when persons of all ages are able to recognize the contribution and interdependence of every individual.

Honored for creating PEP and their outstanding contributions to the disability community!
- Increase the availability of quality Personal Care Assistants (PCA's).
- Develop incentives to encourage employment as a Personal Care Assistant.
- Increase the satisfaction of both Recipients and Personal Care Assistants.
- Advocate for Recipient Choice and Flexibility in Personal Care Assistant services.
- Create public awareness of the personal care needs of persons with disabilities and the employment crisis of the personal care assistance industry.
Our original partner and former PCA, Susan Beaulieu, could not be here this evening. But her comments, when we started People Enhancing People, are worth recalling now. She envisioned a time when all people are able to recognize the contribution and interdependence of every individual. This concept personifies the Charley Smith Award presented tonight.
We are proud to live within a society that recognizes our contributions and within a group that understands each person’s interdependence. This award must be shared with each of you. We would like to thank those who have encouraged us, those who have advised us, those who have funded PEP’s startup, those who have administrated the organization, those who have worked in the community, and those who have become stronger advocates of their own lifestyles. PEP’s success is a tribute to the interdependence of many "People Enhancing People."
